how exactly do you capture TV stills? is there any hardware needed besides your PC?

yup. u need a tv tuner, internal (pci card) or external (usually usb). most tv tuner software have the capability to capture stills.

i use JETWAY PC-TV FM...

I use Pinnacle PCTV... I bought this one at Greenhills, P3,000. Is it worth it? Well... It gives you what you payed for.
