me, i use corel photo-paint.. there's an option there that enable you to create animated gif's.. you specify the number of frames, size, etc..
i'm really not sure, but i think macromedia flash can also create animated gif's.. you export the file into a gif..

If you're using still images, you can use Adobe ImageReady. It comes with Photoshop when you install it. Madali lang siya gawin dun, promise.

sisiw... just open the file in paint, then 'save as' a gif file...

try unfreez, it's very simple to use. you can find it at cnet.com, along with many other free gif-makers.

i use two softwares...
i use adobe photoshop 6, then animate the pics using image ready. or you can try paintshop pro 7, then use animation shop 3. really easy and the effects are brilliant.

i'll probably regret posting this link here where almost all those who would know about this start creating gifs and cause major lagg... but then again, comp and tech is rarely visited by the regulars...
